The pully cover on the Savage has no load on it. I suggest glueing the two pieces together. DON'T LAUGH. There are some remarkable glues on the market. In England there is an epoxy resin called Araldite - there must be similar products in other countries. A glue and a hardener must be mixed together first. Don't be temped to buy the rapid version - I've had no luck with it. Make sure both surfaces to be glued are SPOTLESSLY clean first.
I suggest applying the glue, then bolting the cover to the bike so the glue hardens with the two parts in the correct position.
